बिहार में क्राइम कंट्रोल करना, सूरज को दिए दिखाने के जैसा हो गया है. बिहार की राजनीतीऔर प्रशासनिक व्यवस्था में ‘कानून व्यवस्था’ हमेशा से एक केंद्रीय मुद्दा भी रहा है. वर्तमान समय में (जनवरी 2026) में बिहार के गृह विभाग की जिम्मेदारी मुख्यमंत्री नीतीश कुमार के पास न होकर भाजपा नेता और उपमुख्यमंत्री सम्राट चौधरी के पास है. वहीँ, बिहार के गृहमंत्री सम्राट चौधरी पर अपराध नियंत्रण में अक्षमता के आरोप लग रहे हैं. अपराध दर, नक्सलवाद और पुलिस प्रशासन की चुनौतियाँ इस आलोचना को और भी गहरा करती हैं.
बताते चलें कि, बिहार में गृह मंत्रालय लंबे समय तक मुख्यमंत्री नीतीश कुमार के पास रहा था लेकिन, पहली बार यह विभाग बीजेपी के डिप्टी सीएम सम्राट चौधरी को सौंपा गया है. इस बदलाव से राजनैतिक हलचल भी पैदा हुई चूकिं ,गृह मंत्रालय राज्य की कानून-व्यवस्था का सबसे महत्वपूर्ण विभाग होता है.
आये दिन, बिहार में हत्या, लूट, अपहरण और महिला अपराधों की घटनाएँ लगातार सुर्खियों में रहती हैं. वहीँ, सीमांचल और दक्षिणी जिलों में नक्सली गतिविधियाँ अब भी चुनौती बनी हुई हैं. सीमांचल और दक्षिणी जिलों में नक्सली गतिविधियाँ अब भी चुनौती बनी हुई हैं. सरकार ने इनके सफाए के बड़े दावे किए हैं, लेकिन जमीनी स्तर पर असर कम ही दिखता है. कई जिलों में पुलिस बल की कमी, तकनीकी संसाधनों का अभाव और भ्रष्टाचार अपराध नियंत्रण को कमजोर करता है.
गृहमंत्री चौधरी ने पद संभालते ही “या तो अपराध छोड़ो या बिहार छोड़ो” का नारा दिया था, जिसे उत्तर प्रदेश के ‘योगी मॉडल’ की तर्ज पर देखा गया. लेकिन, वो टायं – टायं फुस साबित हुआ. दूसरी तरफ, पदभार ग्रहण करते ही राज्य की जेलों में एक साथ सघन तलाशी अभियान चलाया गया ताकि जेल से संचालित होने वाले आपराधिक नेटवर्क को तोड़ा जा सके. भाजपा समर्थकों द्वारा अपराधी नियंत्रण के लिए सख्त पुलिसिया कार्रवाई की मांग की जाती रही है, लेकिन गठबंधन सरकार की अपनी सीमाएं और कानूनी प्रक्रियाएं इसमें अक्सर बाधा बनती रही.
एक तरफ पारंपरिक अपराधों (जैसे अपहरण या डकैती) पर लगाम लगाने में सरकार सफल दिख रही है, लेकिन आधुनिक अपराधों ने गृह मंत्रालय की चिंता बढ़ाई वहीँ, राज्य बिहार में साइबर ठगी के मामले तेजी से बढ़े हैं. राज्य सरकार की और से ‘साइबर सिक्योरिटी यूनिट’ बनाई गई है, लेकिन तकनीकी संसाधनों की कमी भी एक बड़ी बाधा है.
बताते चलें कि, सम्राट चौधरी पर पहले से कई मुकदमे दर्ज होने की बात सामने आई है, जिससे उनकी विश्वसनीयता पर भी सवाल उठते हैं.
गृहमंत्री सम्राट चौधरी अपराध नियंत्रण में अपेक्षित रूप से सफलता नहीं दिखा पाए. अपराध दर और नक्सलवाद जैसी चुनौतियाँ अब भी गंभीर बनी हुई हैं. आरजेडी) का आरोप है कि सरकार केवल आंकड़ों की बाजीगरी कर रही है, जबकि जमीनी हकीकत में भी अपराधी बेखौफ हैं.

This change has also created political turmoil, as the Home Ministry is the most important department for law and order in the state.
Every day, incidents of murder, robbery, kidnapping, and crimes against women in Bihar constantly make headlines. Meanwhile, Naxalite activities in the Seemanchal and southern districts still remain a challenge. The government has made big claims about eliminating them, but the impact on the ground is minimal. Shortage of police personnel in many districts, lack of technical resources, and corruption weaken crime control.
Upon assuming office, Home Minister Choudhary gave the slogan “Either leave crime or leave Bihar,” which was seen as being on the lines of Uttar Pradesh’s ‘Yogi model’. But it proved to be a damp squib. On the other hand, immediately after taking charge, a massive search operation was conducted simultaneously in the state’s jails to break the criminal networks operating from behind bars. BJP supporters have been demanding strict police action for crime control, but the limitations of the coalition government and legal procedures have often been a hindrance.
While the government seems to be successful in curbing traditional crimes (such as kidnapping or robbery), modern crimes have increased the Home Ministry’s concerns. Cases of cyber fraud have increased rapidly in Bihar. The state government has established a ‘Cyber Security Unit,’ but a lack of technical resources is a major obstacle.
It has also come to light that several cases are already registered against Samrat Choudhary, which raises questions about his credibility.
Home Minister Samrat Choudhary has not been able to show the expected success in crime control. Challenges such as the crime rate and Naxalism remain serious. The RJD alleges that the government is merely manipulating statistics, while in reality, criminals are operating with impunity.
