आरपीएफ स्थापना दिवस

भारत की जीवन रेखा कही जाने वाली रेल जो देश की आर्थिक, सामाजिक और सांस्कृतिक एकता को भी मजबूत करती है. करोड़ों यात्रियों को प्रतिदिन उनके गंतव्य तक पहुँचाने वाली रेल और उसकी जटिल रेल व्यवस्था व यात्रियों और रेल परिसंपत्तियों की सुरक्षा से लेकर परिवहन में व्यापक दायित्व को निभाने में रेलवे सुरक्षा बल का नाम सबसे पहले आता है. हर वर्ष 20 सितंबर को ‘आरपीएफ स्थापना दिवस’ के रूप में मनाता है, जो उसके बल, शौर्य, समर्पण और राष्ट्र सेवा के संकल्प का भी प्रतीक है.

वर्ष 1853 में भारतीय रेल की शुरुआत हुई थी. रेलवे की शुरुआत से ही रेल संपत्ति और यात्रियों की सुरक्षा की चिंता शुरू हो गई थी. उस दौर में ब्रिटिश रेल कंपनियाँ उसके लिए कर्मचारी नियुक्त करते थे. स्वतंत्रता के बाद स्थिति और जटिल हो गई थी.  29 अगस्त 1957 को संसद ने रेलवे सुरक्षा बल अधिनियम कर रेलवे सिक्योरिटी फोर्स को रेलवे प्रोटेक्शन फोर्स नाम दिया गया. उसके बाद 20 सितंबर 1985 को संसद ने आरपीएफ अधिनियम में संशोधन कर इसे संघ का सशस्त्र बल घोषित किया गया. यही कारण है कि हर वर्ष 20 सितंबर को स्थापना दिवस मनाया जाता है. वर्ष 2003 के संशोधन ने यात्रियों और यात्रीयों की सुरक्षा की भी जिम्मेदारी आरपीएफ को सौंपी गई थी.

यह दिवस केवल एक संगठन की स्थापना को याद करने का अवसर नहीं है, बल्कि यह रेलवे सुरक्षा के बदलते स्वरूप, उनके दायित्वों, उपलब्धियों, चुनौतियों और भविष्य की आवश्यकताओं को भी मूल्यांकन करने का अवसर प्रदान करता है. आरपीएफ ने भी समय के साथ अपनी भूमिका को पारंपरिक रेलवे संपत्ति की सुरक्षा से आगे बढ़ाकर यात्री सुरक्षा, महिला एवं बाल संरक्षण, मानव तस्करी की रोकथाम, आपदा एवं आपातकालीन परिस्थितियों में सहायता प्रदान करने हेतु आधुनिक यंत्रों व उपकरणों का प्रयोग कर रही है.   

वर्तमान समय में बल के पास लगभग 75,000 जवान हैं जो 68,000 किलोमीटर से अधिक रेल नेटवर्क के हजारों स्टेशनों पर तैनात हैं. आरपीएफ की मुख्य जिम्मेदारियों में – रेलवे संपत्ति (ट्रैक, सिग्नल, वैगन, गोदाम आदि) की सुरक्षा, यात्रियों और यात्री क्षेत्र की सुरक्षा, मानव तस्करी, नशे की तस्करी, टिकट दलाली और महिलाओं-बच्चों की सुरक्षा, रेलवे संपत्ति (अवैध कब्जा) अधिनियम के तहत अपराधों की जाँच, गिरफ्तारी और अभियोजन. हाल के वर्षों में आरपीएफ ने कई अभियान चलाए जिनमें – ऑपरेशन नन्हे फरिश्ते, ऑपरेशन एएएचटी और ऑपरेशन नार्कोस. वहीं, आरपीएफ के सामने कई चुनौतियाँ भी मौजूद हैं जिनमें – विशाल रेलवे नेटवर्क, बढ़ती यात्री संख्या, अपराध के बदलते स्वरूप, मानवीय संवेदनशीलता और अंतर-एजेंसी समन्वय.  

आरपीएफ स्थापना दिवस एक उत्सव या यूँ कहें कि, अतीत की उपलब्धियों को याद करने का अवसर नहीं है, बल्कि, उन जांबाज सुरक्षाकर्मियों के अदम्य साहस, कर्तव्यनिष्ठा और बलिदान को नमन करने का दिन है जो किसी भी मौसम या परिस्थिति में रेल यात्रियों और रेल संपत्तियों की रक्षा करने के लिए तत्पर रहते हैं.

RPF Foundation Day

The railways, considered the lifeline of India, also strengthen the country’s economic, social, and cultural unity. The railways, which transport millions of passengers to their destinations daily, and the complex rail network, the Railway Protection Force, are at the forefront in fulfilling a wide range of responsibilities, from protecting passengers and rail assets to ensuring their safety. Every year, September 20th is celebrated as the RPF Foundation Day, a symbol of its strength, valor, dedication, and commitment to national service.

Indian Railways was established in 1853. From the very beginning, concerns about the safety of rail property and passengers arose. At that time, British railway companies employed personnel. The situation became more complex after independence. On August 29, 1957, Parliament passed the Railway Protection Force Act, renaming it the Railway Protection Force. Subsequently, on September 20, 1985, Parliament amended the RPF Act, declaring it an armed force of the Union. This is why the Foundation Day is celebrated every year on September 20th. The 2003 amendment also entrusted the RPF with the responsibility of passenger and passenger safety.

This day is not only an occasion to commemorate the establishment of an organization, but also to evaluate the changing nature of railway security, its responsibilities, achievements, challenges, and future needs. The RPF has also expanded its role over time from the traditional protection of railway property to passenger safety, women and child protection, prevention of human trafficking, and disaster and emergency response, utilizing modern equipment and tools.

Currently, the force has approximately 75,000 personnel deployed at thousands of stations across a rail network spanning over 68,000 kilometers. The RPF’s main responsibilities include the protection of railway property (tracks, signals, wagons, warehouses, etc.), the protection of passengers and passenger areas, prevention of human trafficking, drug trafficking, ticket touting, and the protection of women and children, and the investigation, arrest, and prosecution of crimes under the Railway Property (Unlawful Occupation) Act. In recent years, the RPF has launched several operations, including Operation Nanhe Farishte, Operation AAHT, and Operation Narcos. The RPF also faces numerous challenges, including the vast railway network, increasing passenger traffic, changing crime patterns, human sensitivities, and inter-agency coordination.

RPF Foundation Day is not a celebration or an occasion to reminisce about past achievements, but rather a day to pay tribute to the indomitable courage, dedication, and sacrifice of the valiant security personnel who remain committed to protecting rail passengers and railway property, regardless of weather or conditions.
