1. Following the disintegration of the Mauryan Empire, India remained under the rule of various dynasties for a long period. During this era, no single dynasty emerged capable of uniting India under a single administration. 2. The Kushans and Satavahanas attempted to bring a measure of stability to the region, but they were ultimately unsuccessful. 3. The period between the decline of the Kushans and the rise of the Guptas is characterized politically by decentralization and fragmentation. 4. To resolve this political instability, three new dynasties emerged from different corners of India: the Naga power in western Madhya Pradesh, the Vakatakas in the Deccan, and the Gupta dynasty in eastern India. 5. Over time, these three dynasties forged matrimonial alliances. By setting aside mutual conflicts, they united to establish a powerful administration for India under Gupta leadership. 6. After the Kushans, a large part of central India came under the suzerainty of the Mukundas, who ruled until 250 CE, after which Gupta rule was established. 7. A historical analysis suggests that the Guptas were originally feudatories of the Kushans. 8. It is difficult to ascertain the precise origins or place of residence of the Guptas. Initially, they were landowners exercising political authority over parts of Magadha. 9. Uttar Pradesh was likely a more significant region for the Gupta rulers than Bihar, as early Gupta coins and inscriptions are primarily found in Uttar Pradesh. 10. In the play Kirtikaumudi, the Licchavis are referred to as Mlecchas, while Chandrasena (Chandragupta I) is described as a Parasika. 11. In Chandragomin’s treatise on grammar (Vyakarana), the Yuddhas (warriors) are referred to as Jart—that is, Jats. 12. The Guptas belonged to the Dharana gotra (lineage). This is recorded in the Poona copper-plate inscription of Prabhavati Gupta, the daughter of Chandragupta II. Her husband, Rudrasena II of the Vakataka dynasty, was a Brahmin of the Vastuvriddhi gotra. 13. 13. In the Smritis, the concept of warfare is associated with the Vaishya class. 14. Based on epigraphic evidence, the name of the progenitor of the Gupta lineage was Sri-Gupta. Sri-Gupta is regarded as the founder of the Gupta dynasty. 15. Around 250 CE, Sri-Gupta appointed his son Ghatotkacha as his successor. Ghatotkacha assumed the title of Maharaja. 16. In the Gupta genealogy, Chandragupta I appears as the first ruler of the dynasty. Chandragupta I assumed the title of Maharajadhiraja. 17. Gupta governance was based on a monarchical system. The supreme authority of the administration was the Emperor. 18. The Emperor was the head of the legislature, the judiciary, and the executive. 19. The theory of divine origin of kingship was accepted during the Gupta period, though it was not as prevalent as in earlier times. 20. Kingship was hereditary, yet royal authority was constrained by the absence of the rule of primogeniture. 21. The administrative system of the Guptas was not entirely original; it incorporated administrative practices from the Mauryas, Satavahanas, Shakas, and Kushanas. 22. The level of centralized administrative control observed during the Mauryan period is not found in the Gupta period. 23. The largest territorial unit of the region directly governed by the Emperor was known as Desha. The administrator of the Desha was called Gupta. In the Junagadh inscription, Saurashtra is referred to as a ‘Desha’ (region/territory). 30. The central administration of the empire was divided into various departments, the responsibility for which was entrusted to different officials. 31. The various departments of the central administration were known as ‘Adhikaranas’. Each Adhikarana had its own seal. Central officials were paid salaries in cash. 32. For administrative convenience, the Gupta Empire was divided into various provinces, which were known as ‘Bhuktis’. 33. Provincial governors were appointed by the Emperor; they were known by titles such as Uparika, Gopta, Bhogapati, and Rajasthaniya. 34. The provincial governor bore the responsibility for all provincial administrative functions. Their responsibilities paralleled those of the central government officials. 35. Uparikas were appointed by the Emperor. Princes of the royal family were often appointed to this position. 36. References are also found regarding various other officials and staff within the provincial administration. The ‘Baladhikrita’ was the officer in charge of the military treasury. 37. The ‘Vinayasthiti-sthapaka’ was the minister for law and order. 1. मौर्य विघटन के बाद लम्बे समय तक भारत विभिन्न राजवंशों के अधीन रहा. इस काल में कोई ऐसा राजवंश नहीं हुआ जो भारत को एक शासन के सूत्र में बांध सके. 2. कुषाणों तथा सातवाहनों ने युद्ध में काफी हद तक स्थिरता लेन का प्रयत्न किया. किन्तु वे असफल रहे. 3. कुषाणों के पतन के बाद से लेकर गुप्तों के उदय के पूर्व का काल राजनैतिक दृष्टि से विकेंद्रीकरण तथा विभाजन का काल माना जाता है. 4. इस राजनीतिक संक्रमण को दूर करने के लिए भारत के तीनों कोने से तीन नए राजवंश का उदय हुआ. मध्य प्रदेश के पश्चिमी भाग में नाग शक्ति, दक्कन में वाकाटक तथा पूर्वी भारत में गुप्त वंश के शासक उदित हुए. 5. कालांतर में तीनों राजवंश वैवाहिक सम्बन्ध में बांध गए. आपसी द्वंद से अपनीशक्तियों का दमन करके ईन्होने गुप्तों के नेतृत्व में भारत को एक शक्तिशाली शासन प्रदान किया. 6. कुषाणों के उपरांत मध्य भारत का बड़ा हिस्सा मुकुण्डों के आधिपत्य में आया और उन्होंने 250 ई. तक राज्य किया, तत्पश्चात गुप्त शासन का अंत हुआ. 7. ऐतिहासिक अवलोकन के बाद ऐसा प्रतीत होता है की गुप्त लोग कुषाणों के सामंत थे. 8. गुप्त लोगों के जन्म और निवास के बारे में कुछ कहना संभव नहीं है. प्राम्भ में वे भूस्वामी थे और मगध के कुछ हिस्सों पर उनका राजनीतिक अधिकार था. 9. संभवतः गुप्त शासकों के लिए बिहार की अपेक्षा उत्तर प्रदेश अधिक महत्व वाला प्रांत था, क्योंकि आरंभिक गुप्त मुद्राएं और अभिलेख मुख्यतः उत्तर-प्रदेश में पाए जाते हैं. 10. कीर्तिकौमुदी नाटक में लिच्छवियों के मलेच्छ तथा चांदसेन (चन्द्रगुप्त प्रथम) को ‘फारस्कर’ कहा गया है. 11. चंद्र्गोमिन के ‘व्याकरण’ नामक ग्रंथ में युद्धों को जर्ट अर्थात जाट कहा गया है. 12. गुप्तवंशीय लोग धारण गोत्र के थे. इसका उल्लेख चन्द्रगुप्त द्वितीय की पुत्री प्रभावती गुप्त के पूना ताम्रपत्र में मिलता है. उसका पति रुद्रसेन द्वितीय वाकाटक वंश का था, जो वस्तुवृद्धि गोत्र का ब्राह्मण था. 13. स्मृतियों में युद्ध शब्द को वैश्यों से जोड़ा गया है. 14. अभिलेखीय साक्ष्योँ के आधार पर गुप्तों के आदि पुरुष का नाम श्रीगुप्त था. गुप्त वंश का संस्थापक श्रीगुप्त को ही माना जाता है. 15. 250 ई०पू० के आसपास श्री गुप्त ने अपने पुत्र घटोत्कच को अपना उत्तराधिकारी बनाया. घटोत्कच ने महाराज की उपाधि धारण की. 16. गुप्त वंशावली मेँ गुप्त वंश के पहले शासक का नाम चंद्रगुप्त प्रथम मिलता है. चंद्रगुप्त प्रथम ने महाराजाधिराज की उपाधि धारण की थी. 17. गुप्तों का शासन राजतंत्रात्मक व्यवस्था पर आधारित था. शासन का सर्वोच्च अधिकारी सम्राट था. 18. सम्राट व्यवस्थापिका, न्यायपालिका और कार्यपालिका तीनों का प्रमुख था. 19. गुप्त काल में दैवीय उत्पत्ति का सिद्धांत मान्य था, परन्तु यह पूर्वकाल की तरह लोकप्रिय नहीं रह गया था. 20. राजपद वंशानुगत था, परन्तु राजकीय सत्ता ज्येष्ठाधिकार की प्रथा के आभाव के कारण सीमित थी. 21. गुप्तों की शासन व्यवस्था पूर्णतया मौलिक नहीं थी. उसमें मौर्यों, सातवाहनों, शकों तथा कुषाणों के प्रशासन की विधियों का समावेश था. 22. केन्द्रीय प्रशासन का जो नियंत्रण मौर्य काल में देखने को मिलता है, वह गुप्त काल में नहीं मिलता है. 23. राजा की सहायता के लिए केन्द्रीय स्तर पर मंत्री और अमात्य होते थे. 24. मंत्रियों का चयन उनकी योग्यता के आधार पर किया जाता था. 25. कामन्दक और कालिदास दोनों ने मंत्रिमंडल या मंत्रिपरिषद का उल्लेख किया है. 26. कामन्दक नीतिसार में मंत्रियों और अमात्यों के बीच के अंतर को स्पष्ट किया गया है. 27. कात्यायन स्मृति में इस बात पर जोर दिया गया है कि अमात्यों की नियुक्ति ब्राह्मण वर्ग में होनी चाहिए. 28. गुप्त साम्राज्य के सबसे बड़े अधिकारी कुमारामात्य होते थे. 29. सम्राट द्वारा जो क्षेत्र स्वयं शासित होता था. उसकी सबसे बड़ी प्रादेशिक इकाई देश थी. देश के प्रशासक को ‘गोप्ता’ कहा जाता था. जूनागढ़ अभिलेख में में सौराष्ट्र को एक ‘देश’ कहा गया है. 30. साम्राज्य का केन्द्रीय प्रशासन अनेक विभागों में विभक्त था, जिसका उत्तरदायित्व विभिन्न अधिकारीयों को सौंपा गया था. 31. केन्द्रीय शासन के विविध विभागों को ‘अधिकरण’ कहा जाता था. प्रत्येक अधिकरण की अपनी मुद्रा होती थी. केन्द्रीय अधिकारियों को नकद वेतन दिया जाता था. 32. शासन की सुविधा के लिए गुप्त साम्राज्य को विभिन्न प्रान्तों में विभाजित किया गया था, जिन्हें ‘मुक्ति’ कहा जाता था. 33. प्रांतीय शासकों की नियुक्ति सम्राट द्वारा की जाती थी, जिन्हें उपरिक, गोप्ता, मोगपति तथा राजस्थानीय कहा जाता था. 34. प्रांतीय शासन के समस्त कार्यों का उत्तरदायित्व प्रांतीय शासक पर होता था. उनके उत्तरदायित्व केंद्र के शासकीय पदाधिकारियों के सामानांतर थे. 35. उप्रिकों की नियुक्ति सम्राट द्वारा की जाती थी. इस पद पर राजदुल के कुमारों की नियुक्ति की जाती थी. 36. प्रांतीय शासन के कई अन्य अधिकारियों और कर्मचारियों का भी उल्लेख मिलता है.‘बलाधिक- राजिक’ सैनिक कोष का अधिकारी था. 37. ‘विनयस्थिति स्थापक’ विधि एवं व्यवस्था मंत्री था. ‘अटाश्वपति’ पैदल और घुडसवार सेना का अधिपति था. जबकि ‘महापिल्लुपति’ हाथी सेना का अधिकारी था.
