अंतर्राष्ट्रीय सांकेतिक भाषा दिवस
भाषा की बात करें तों ‘भाषा’ केवल विचारों और भावनाओं को व्यक्त करने का माध्यम नहीं होता है बल्कि, यह व्यक्ति की पहचान, संस्कृति, शिक्षा और सामाजिक सहभागिता से भी जुडी हुई होती है. अक्सर जब भाषा की बात होती है तो ‘बोली जाने वाली या लिखित भाषा’ की ही बात होती है. वहीं कुछ ऐसे भी लोग हैं जो सिर्फ सांकेतिक भाषा का ही प्रयोग करते हैं. जबकि सांकेतिक भाषाएँ भी पूर्ण और समृद्ध भाषायी प्रणालियाँ हैं. हर वर्ष 23 सितंबर को अंतर्राष्ट्रीय सांकेतिक भाषा दिवस मनाया जाता है. इस दिवस को मानाने का उद्देश्य सांकेतिक भाषा के महत्व को बढ़ावा देना और बधिर समुदाय के अधिकारों के प्रति जागरूकता फैलाना है.
संयुक्त राष्ट्र महासभा ने 19 दिसंबर 2017 को इस दिन को मान्यता दी और वर्ष 2018 को पहली बार अंतर्राष्ट्रीय सांकेतिक भाषा दिवस मनाया गया. 23 सितंबर की तारीख का चयन इसलिए किया गया क्योंकि इसी दिन वर्ष 1951 में विश्व बधिर महासंघ (World Federation of the Deaf) की स्थापना हुई थी, जो वैश्विक स्तर पर बधिर समुदाय के अधिकारों और हितों के लिए काम करने वाला प्रमुख संगठन है. इस दिन का मुख्य उद्देश्य सांकेतिक भाषा के महत्व को पहचान दिलाना और इसे एक अधिकार के रूप में देखना है. सांकेतिक भाषा बधिर लोगों के लिए संवाद का सबसे महत्वपूर्ण माध्यम है, और इसे सीखना और समझना उनकी सामाजिक समावेशिता के लिए अत्यावश्यक है.
सांकेतिक भाषा को केवल इशारों की भाषा समझना गलत होगा चूकिं, यह एक स्वतंत्र प्राकृतिक भाषा है. जिसकी अपनी व्याकरण, शब्दावली, वाक्य-विन्यास और अभिव्यक्ति के नियम होते हैं. इस भाषा में हाथों की गति और स्थिति के साथ चेहरे के भाव, शरीर की मुद्रा और स्थान का भी अर्थ-निर्माण में योगदान होता है. बताते चलें कि, पूरी दुनिया में केवल एक ही सांकेतिक भाषा नहीं है. विभिन्न देशों और समुदायों में अलग-अलग सांकेतिक भाषाएँ विकसित हुई हैं. उदाहरण- अमेरिकन साइन लैंग्वेज, ब्रिटिश साइन लैंग्वेज और भारतीय सांकेतिक भाषा.
भारत की बात करें तो भाषायी विविधता वाले देश में सांकेतिक भाषा की भूमिका और भी महत्वपूर्ण हो जाती है. वहीं, भारत में बधिर समुदाय की भाषायी आवश्यकताओं के संदर्भ में भारतीय सांकेतिक भाषा का विशेष महत्व है. भारतीय सांकेतिक भाषा अनुसंधान एवं प्रशिक्षण केंद्र का मुख्य उद्देश्य भारतीय सांकेतिक भाषा से संबंधित अनुसंधान, प्रशिक्षण और संसाधन विकास को बढ़ावा देना. सांकेतिक भाषा बधिरी व्यक्तियों को अपने विचार स्वतंत्र रूप से व्यक्त करने और समाज के साथ जुड़ने का अधिकार देती है.
सांकेतिक भाषा को औपचारिक और अनौपचारिक शिक्षा प्रणालियों में बढ़ावा देना, ताकि इसे एक समान्य भाषा के रूप में स्वीकार किया जाए. यह दिन बधिर समुदाय के अधिकारों के समर्थन और उनकी सामाजिक, आर्थिक, और सांस्कृतिक भागीदारी सुनिश्चित करने का भी प्रतीक है. सांकेतिक भाषा विश्वभर में विभिन्न रूपों में मौजूद है, और यह विविधता का सम्मान करने का भी एक अवसर है. बताते चलें कि, दुनिया भर में लगभग 300 से अधिक विभिन्न सांकेतिक भाषाएँ उपयोग की जाती हैं, जो सांस्कृतिक और भाषाई विविधता का अनूठा उदाहरण हैं. चूकिं, हर देश और समुदाय की अपनी सांकेतिक भाषा होती है, जो उनकी संस्कृति और भाषा का हिस्सा होती है.
अंतर्राष्ट्रीय सांकेतिक भाषा दिवस हमें यह याद दिलाता है कि संचार का अधिकार हर नागरिक का मौलिक अधिकार है. वहीं, अंतर्राष्ट्रीय सांकेतिक भाषा दिवस न केवल बधिर समुदाय के अधिकारों को मान्यता देता है, बल्कि यह इस बात की भी याद दिलाता है कि सभी को समानता और सम्मान मिलना चाहिए, चाहे उनकी संवाद की भाषा कोई भी हो.

International Sign Language Day

Speaking of language, language isn’t just a medium for expressing thoughts and feelings; it’s also integral to a person’s identity, culture, education, and social participation. Often, when we talk about language, we refer to spoken or written language. However, there are some people who use only sign language. Sign languages are also complete and rich linguistic systems. International Sign Language Day is celebrated every year on September 23rd. The purpose of this day is to promote the importance of sign language and raise awareness about the rights of the deaf community.
The United Nations General Assembly recognized this day on December 19, 2017, and International Sign Language Day was celebrated for the first time in 2018. The date of September 23rd was chosen because on this day in 1951, the World Federation of the Deaf was founded, the leading organization working for the rights and interests of the deaf community globally. The main objective of this day is to recognize the importance of sign language and to recognize it as a right. Sign language is the most important means of communication for deaf people, and learning and understanding it is essential for their social inclusion.
It would be wrong to consider sign language merely a language of gestures, as it is an independent natural language with its own grammar, vocabulary, syntax, and rules of expression. In this language, hand movements and positions, along with facial expressions, body posture, and position, also contribute to the creation of meaning. It should be noted that there is not just one sign language worldwide. Different sign languages have developed in different countries and communities. Examples: American Sign Language, British Sign Language, and Indian Sign Language.
In India, the role of sign language becomes even more important in a linguistically diverse country. Indian Sign Language holds special significance in addressing the linguistic needs of the deaf community in India. The primary objective of the Indian Sign Language Research and Training Centre is to promote research, training, and resource development related to Indian Sign Language. Sign language empowers deaf individuals to express themselves freely and engage with society.
Promoting sign language in formal and informal education systems so that it is accepted as a common language is crucial. This day also symbolizes support for the rights of the deaf community and ensuring their social, economic, and cultural participation. Sign language exists in various forms throughout the world, and this is an opportunity to honor diversity. It’s worth noting that over 300 different sign languages are used around the world, representing a unique example of cultural and linguistic diversity. Every country and community has its own sign language, which is a part of their culture and language.
International Sign Language Day reminds us that the right to communication is a fundamental right of every citizen. International Sign Language Day not only recognizes the rights of the deaf community, but also reminds us that everyone deserves equality and respect, regardless of their language of communication.
