राष्ट्रीय डॉलर दिवस…

हर वर्ष 08 अगस्त को राष्ट्रीय डॉलर दिवस मनाया जाता है. यह दिवस केवल अमेरिकी मुद्रा “डॉलर” के सम्मान का अवसर नहीं है, बल्कि विश्व अर्थव्यवस्था में उसकी ऐतिहासिक, आर्थिक और राजनीतिक भूमिका को समझने का भी अवसर प्रदान करता है. अंतरराष्ट्रीय व्यापार, विदेशी मुद्रा भंडार, निवेश, बैंकिंग तथा वित्तीय लेन-देन में इसकी केंद्रीय भूमिका है.

18वीं शताब्दी के उत्तरार्ध में अमेरिकी स्वतंत्रता संग्राम के बाद के दौर से जुड़ी हैं. संयुक्त राज्य अमेरिका की कांग्रेस ने 8 अगस्त 1786 को आधिकारिक तौर पर देश की मौद्रिक प्रणाली को स्थापित किया और डॉलर को देश की आधिकारिक मुद्रा इकाई के रूप में मंजूरी दी थी. बताते चलें कि, शुरूआती दौर में अमेरिकी उपनिवेशों में ब्रिटिश पाउंड और स्पेनिश चांदी के डॉलर का व्यापक उपयोग होता था. अमेरिकी संस्थापकों ने एक स्वतंत्र राष्ट्र की पहचान बनाने के लिए दशमलव प्रणाली पर आधारित अमेरिकी डॉलर को चुना, जो उस समय के अन्य देशों की प्रणालियों से अलग था. द मिंट एक्ट (1792): इसके कुछ वर्षों बाद, वर्ष 1792 में ‘सिक्का अधिनियम’ पारित किया गया, जिसके तहत अमेरिकी टकसाल (U.S. Mint) की स्थापना हुई जिसके बाद आधिकारिक रूप से सिक्कों का ढलाई कार्य शुरू हुआ. इसके दशकों बाद वर्ष 1862 में पहला कागजी डॉलर नोट छापा गया था.  

राष्ट्रीय डॉलर दिवस के अवसर पर लोग एक-डॉलर के नोट की बनावट, उस पर छपे प्रतीकों और उसके इतिहास का बारीकी से अध्ययन करते हैं. चुकि, अमेरिकी एक-डॉलर के नोट में कई ऐतिहासिक और गुप्त प्रतीक छिपे हैं. उदाहरण – एक डॉलर के नोट के मुख्य पृष्ठ पर अमेरिका के पहले राष्ट्रपति जॉर्ज वाशिंगटन का चित्र अंकित होता है. नोट के पीछे की ओर अमेरिका का महान मुहर है जिसमें एक पिरामिड बना हुआ है. इस पिरामिड में 13 सीढ़ियां हैं, जो अमेरिका के मूल 13 उपनिवेशों का प्रतिनिधित्व करती हैं. पिरामिड के ऊपर की अधूरी ईंटें देश के निरंतर विकास का प्रतीक हैं. पिरामिड की सीढ़ियों के अलावा, चील के पंजों में मौजूद तीरों की संख्या, जैतून की पत्तियों और उसके सिर के ऊपर बने तारों के समूह में भी 13 की संख्या दिखाई देती है, जो शुरुआती राज्यों की एकता को दर्शाती है.

समय के साथ अमेरिकी डॉलर विश्व व्यापार, निवेश और विदेशी मुद्रा विनिमय का प्रमुख माध्यम बन गया. विशेष रूप से द्वितीय विश्व युद्ध के बाद अंतरराष्ट्रीय वित्तीय व्यवस्था में डॉलर की स्थिति और अधिक सुदृढ़ हुई है. अमेरिकी डॉलर को विश्व की प्रमुख रिज़र्व मुद्रा माना जाता है. दुनिया के अधिकांश देशों के केंद्रीय बैंक अपने विदेशी मुद्रा भंडार का बड़ा हिस्सा डॉलर में रखते हैं. वहीं, विश्व के अधिकांश देशों के बीच होने वाले व्यापार में भुगतान का प्रमुख माध्यम अमेरिकी डॉलर ही है. चाहे दो देशों के बीच सीधे अमेरिकी व्यापार का संबंध न भी हो, तब भी कई बार आयात-निर्यात का भुगतान डॉलर में किया जाता है. इससे मुद्रा विनिमय की प्रक्रिया सरल होती है तथा अंतरराष्ट्रीय व्यापार को एक समान आधार प्राप्त होता है.

भारत जैसे विकासशील देशों के लिए डॉलर का विशेष महत्व है. भारत का आयात-निर्यात, विदेशी निवेश, विदेशी ऋण तथा प्रवासी भारतीयों द्वारा भेजी जाने वाली धनराशि (रेमिटेंस) डॉलर से प्रत्यक्ष या अप्रत्यक्ष रूप से प्रभावित होती है. जब डॉलर मजबूत होता है, तब भारत के लिए पेट्रोलियम, मशीनरी तथा अन्य आयातित वस्तुएँ महँगी हो सकती हैं. दूसरी तरफ, कमजोर रुपया भारतीय निर्यातकों के लिए कुछ स्थितियों में लाभदायक सिद्ध हो सकता है क्योंकि उनके उत्पाद विदेशी खरीदारों के लिए अपेक्षाकृत सस्ते हो जाते हैं.

द्वितीय विश्व युद्ध के बाद ब्रेटन वुड्स सम्मेलन के माध्यम से डॉलर को वैश्विक अर्थव्यवस्था के केंद्र में स्थापित किया गया था. वर्तमान समय में अमेरिकी डॉलर केवल अमेरिका की घरेलू मुद्रा नहीं है, बल्कि यह वैश्विक वित्तीय तंत्र की रीढ़ है. हालांकि समय के साथ मुद्रास्फीति और अमेरिकी राष्ट्रीय ऋण के कारण डॉलर के मूल्य में उतार-चढ़ाव देखा गया है, फिर भी इसकी तरलता और स्वीकार्यता दुनिया में सबसे अधिक है. वर्तमान समय के आधुनिक व डिजिटल युग में भी अमेरिकी डॉलर का महत्व बना हुआ है.

राष्ट्रीय डॉलर दिवस केवल मुद्रा का उत्सव नहीं है, बल्कि वित्तीय साक्षरता को बढ़ावा देने का भी माध्यम है. राष्ट्रीय डॉलर दिवस हमें यह समझने का अवसर देता है कि किसी देश की मुद्रा केवल विनिमय का माध्यम नहीं होती, बल्कि उसकी आर्थिक शक्ति, राजनीतिक प्रभाव और वैश्विक विश्वास का भी प्रतीक होती है. पिछले कई दशकों से विश्व अर्थव्यवस्था में केंद्रीय भूमिका निभाई है और आज भी अंतरराष्ट्रीय व्यापार, निवेश तथा वित्तीय व्यवस्था का प्रमुख आधार बना हुआ है अमेरिकी डॉलर. डॉलर एक कागज का टुकड़ा नहीं है बल्कि, यह मानव इतिहास के उस महत्वपूर्ण मोड़ की याद दिलाता है जब एक नवोदित राष्ट्र ने अपनी आर्थिक संप्रभुता को आकार दिया था. डॉलर दिवस केवल एक मुद्रा का स्मरण नहीं, बल्कि वैश्विक आर्थिक तंत्र को समझने और वित्तीय जागरूकता बढ़ाने का महत्वपूर्ण अवसर भी है.

National Dollar Day…

National Dollar Day is celebrated every year on August 8th. This day not only honors the American currency, the dollar, but also provides an opportunity to understand its historical, economic, and political role in the global economy. It plays a central role in international trade, foreign exchange reserves, investments, banking, and financial transactions.

The dollar dates back to the period following the American War of Independence in the late 18th century. On August 8th, 1786, the United States Congress officially established the country’s monetary system and approved the dollar as its official currency. Initially, the British pound and the Spanish silver dollar were widely used in the American colonies. The American founding fathers chose the US dollar, based on a decimal system, to create the identity of an independent nation, which was different from the systems of other countries at the time. The Mint Act (year 1792): A few years later, the Coinage Act was passed in 1792, establishing the U.S. Mint, which officially began minting coins. Decades later, in 1862, the first paper dollar was printed.

On National Dollar Day, people closely study the design, symbols, and history of the one-dollar note. The U.S. one-dollar note contains many historical and hidden symbols. For example, the one-dollar note features a portrait of America’s first president, George Washington, on the front cover. The reverse side features the Great Seal of the United States, which depicts a pyramid. This pyramid has 13 steps, representing America’s original 13 colonies. The unfinished bricks at the top of the pyramid symbolize the country’s continued growth. In addition to the pyramid’s steps, the number 13 is also visible in the number of arrows in the eagle’s claws, the olive leaves, and the cluster of stars above its head, symbolizing the unity of the early states.

Over time, the US dollar became the primary medium for world trade, investment, and foreign exchange. The dollar’s position in the international financial system has strengthened, especially after World War II. The US dollar is considered the world’s primary reserve currency. Central banks in most countries hold a significant portion of their foreign exchange reserves in dollars. Furthermore, the US dollar is the primary medium of payment for trade between most countries. Even if two countries are not directly involved in US trade, imports and exports are often paid for in dollars. This simplifies the currency exchange process and provides a common basis for international trade.

The dollar holds special significance for developing countries like India. India’s imports and exports, foreign investment, foreign debt, and remittances from Indian diaspora are directly or indirectly affected by the dollar. When the dollar strengthens, petroleum, machinery, and other imported goods can become more expensive for India. On the other hand, a weak rupee can prove beneficial for Indian exporters in certain situations, making their products relatively cheaper for foreign buyers.

The dollar was established at the center of the global economy through the Bretton Woods Conference after World War II. Today, the US dollar is not only America’s domestic currency, but also the backbone of the global financial system. Although the dollar’s value has fluctuated over time due to inflation and the US national debt, its liquidity and acceptability remain among the highest in the world. Even in today’s modern and digital age, the US dollar remains important.

National Dollar Day is not only a celebration of the currency but also a means of promoting financial literacy. National Dollar Day provides an opportunity to understand that a country’s currency is not just a medium of exchange, but also a symbol of its economic power, political influence, and global confidence. The US dollar has played a central role in the global economy for decades and continues to be the foundation of international trade, investment, and finance. The dollar is not just a piece of paper; it commemorates a crucial turning point in human history when a nascent nation asserted its economic sovereignty. Dollar Day is not just a commemoration of a currency, but also an important opportunity to understand the global economic system and increase financial awareness.
