जिला एवं सत्र न्यायाधीश धर्मेंद्र कुमार सिंह की अध्यक्षता में व्यवहार न्यायालय स्थित उनके कार्यालय प्रकोष्ठ में अहम बैठक आहूत की गई , जिसमें जमुई जिला में अगामी 06 से 08 जून तक निर्धारित मोबाइल लोक अदालत यानी चलता – फिरता लोक अदालत को सफल बनाने का निर्णय लिया गया.
जिला जज ने बैठक को संबोधित करते हुए कहा कि बिहार विधिक सेवा प्राधिकार के निर्देश पर जिला विधिक सेवा प्राधिकार पहली बार 06 से 08 जून तक जिले के छः प्रखंड अर्थात लक्ष्मीपुर , बरहट , सोनो , झाझा और खैरा में तीन दिनों तक चलता – फिरता लोक अदालत का आयोजन कर शिकायतों की सुनवाई करेगा। इसके जरिए दाखिल खारिज, बैंक, बीमा कंपनी, प्रखंड, अंचल, पंचायत से संबंधित प्रकरण समेत अन्य सभी सुलहनीय प्रकरणों, पूर्व के विवादों और अन्य विवादित वादों का निपटारा प्रखंड स्तर पर किया जाएगा. उन्होंने आगे कहा कि मोबाइल अदालत यानी चलता – फिरता न्यायालय लक्ष्मीपुर और बरहट प्रखंड मुख्यालय में 06 जून को लगेगा. इसी तरह 07 जून को सोनो और झाझा प्रखंड मुख्यालय में तथा 08 जून को खैरा प्रखंड का चलता – फिरता लोक अदालत जमुई व्यवहार न्यायालय परिसर स्थित न्याय सदन के प्रशाल में आयोजित किया जाएगा.
इन अदालतों में राष्ट्रीय लोक अदालत की तर्ज पर ही सुलहनीय प्रकरणों का निपटारा होगा. राष्ट्रीय लोक अदालत को मिल रही अपार सफलता के बाद मोबाइल लोक अदालत के आयोजन का फ़ैसला लिया गया है. जिला एवं सत्र न्यायाधीश सह जिला विधिक सेवा प्राधिकार के अध्यक्ष धर्मेंद्र कुमार सिंह ने कहा कि मोबाइल लोक अदालत चलता-फिरता न्यायालय है. यह खुद चलकर आपके प्रखंड में पहुंचा है. इसके जरिए संबंधित सुलहनीय वादों का निपटारा आपके अपने ही क्षेत्र में किया जाएगा. उन्होंने बताया कि पहला मौका है जब जिले में मोबाइल लोक अदालत का आयोजन किया जा रहा है. जिलेवासियों को इसका ज्यादा से ज्यादा फायदा उठाना चाहिए.
अपर जिला एवं सत्र न्यायाधीश सह प्राधिकार के सचिव पवन कुमार ने कहा कि जमुई जिला में चलता – फिरता न्यायालय का आयोजन न्यायपालिका के क्षेत्र में एक क्रांतिकारी पहल है. इस अदालत में पक्षकारों से जुड़े उनके वाद का उनके ही क्षेत्र में निपटान करने की कार्रवाई होगी. प्राधिकार के सचिव ने चलंत न्यायालय के रूट चार्ट को अंतिम रूप दिए जाने की जानकारी देते हुए बताया कि सुसज्जित मोबाइल वैन पर सवार होकर अवकाश प्राप्त न्यायिक पदाधिकारी,अधिवक्ता और कर्मी निर्धारित तिथि को संबंधित प्रखंड मुख्यालय पहुंचेंगे और सुलहनीय प्रकरणों की सुनवाई कर ऑन द स्पॉट फैसला करेंगे. उन्होंने चलता – फिरता न्यायालय के आयोजन से पक्षकारों को समय और अर्थ की बचत होने की बात – बताते हुए कहा कि यह हर दृष्टिकोण से लाभकारी है.
धर्मेंद्र कुमार सिंह ने मोबाइल लोक अदालत के आयोजन की जानकारी हर विभाग के साथ पक्षकारों को दिए जाने का जिक्र किया जिलाधिकारी अवनीश कुमार सिंह ने कहा कि चलता – फिरता न्यायालय को सफल बनाने के लिए हर संभव प्रशासनिक सहयोग दिया जाएगा वहीं पुलिस अधीक्षक डॉ. शौर्य सुमन ने नामित तिथि को चयनित प्रखंडों में सुरक्षा के पुख्ता इंतजाम किए जाने की बात कही।उल्लेखनीय है कि पटना से चलकर मोबाइल वैन जमुई आ रहा है. यह वैन नामित प्रखंडों में तय तिथि को चलता – फिरता न्यायालय लगाकर पक्षकारों की शिकायतों को सुनेगा और त्वरित फैसला करेगा। मोबाइल लोक अदालत की तैयारी जारी है.

Addressing the meeting, the District Judge said that on the instructions of the Bihar Legal Services Authority, for the first time from June 06 to 08, six blocks of the district, namely Lakshmipur, Barhat, Sono, Jhajha, and Khaira, would run for three days. Through this, all other conciliatory cases including cases related to filing, bank, insurance company, block, zone, panchayat, past disputes, and other disputed promises will be settled at the block level. He further said that mobile court i.e. moving court will be held on June 06 at Laxmipur and Barhat block headquarters. Similarly, on June 07, a mobile Lok Adalat of Khaira block will be organized at Sono and Jhajha block headquarters, and on June 08, at the Prashal of Nyay Sadan located in the Jamui Civil Court premises.
Conciliatory cases will be settled in these courts only on the lines of the National Lok Adalat. After the immense success of the National Lok Adalat, it has been decided to organize Mobile Lok Adalat. District and Sessions Judge cum District Legal Services Authority President Dharmendra Kumar Singh said that the Mobile Lok Adalat is a mobile court. It has reached your block on its own. Through this, the settlement of related amicable disputes will be done in your own area. He said that this is the first time that a mobile Lok Adalat is being organized in the district. The residents of the district should take maximum advantage of this.
Additional District and Sessions Judge cum Secretary of Authority Pawan Kumar said that organizing a mobile court in Jamui district is a revolutionary initiative in the field of judiciary. In this court, action will be taken to settle the disputes related to the parties in their own area. Giving information about the finalization of the route chart of the mobile court, the secretary of the authority said that the retired judicial officers, advocates, and personnel will reach the concerned block headquarters on the scheduled date by riding on the equipped mobile van and hearing the conciliatory cases on the spot. Will decide. Talking about the saving of time and money for the parties by organizing a mobile court, he said that it is beneficial from every point of view.
Dharmendra Kumar Singh mentioned that information about the organization of Mobile Lok Adalat should be given to the parties along with every department. District Magistrate Avnish Kumar Singh said that every possible administrative cooperation will be given to make the mobile court successful, while Superintendent of Police Dr. Shaurya Suman talked about making adequate security arrangements in the selected blocks on the designated date. It is notable that the mobile van is coming to Jamui from Patna. This van will listen to the complaints of the parties by setting up a mobile court on a fixed date in the designated blocks and take a quick decision. Preparation for Mobile Lok Adalat is going on.
