…गुप्त साम्राज्य…

·         मौर्य विघटन के बाद लम्बे समय तक भारत विभिन्न राजवंशों के अधीन रहा. इस काल में कोई ऐसा राजवंश नहीं हुआ जो भारत को एक शासन के सूत्र में बांध सके.

·         कुषाणों तथा सातवाहनों ने युद्ध में काफी हद तक स्थिरता लेन का प्रयत्न किया. किन्तु वे असफल रहे.

·         कुषाणों के पतन के बाद से लेकर गुप्तों के उदय के पूर्व का काल राजनैतिक दृष्टि से विकेंद्रीकरण तथा विभाजन का काल माना जाता है.

·         इस राजनीतिक संक्रमण को दूर करने के लिए भारत के तीनों कोने से तीन नए राजवंश का उदय हुआ. मध्य प्रदेश के पश्चिमी भाग में नाग शक्ति, दक्कन में वाकाटक तथा पूर्वी भारत में गुप्त वंश के शासक उदित हुए

·         कालांतर में तीनों राजवंश वैवाहिक सम्बन्ध में बांध गए. आपसी द्वंद से अपनीशक्तियों का दमन करके ईन्होने गुप्तों के नेतृत्व में भारत को एक शक्तिशाली शासन प्रदान किया.

·         कुषाणों के उपरांत मध्य भारत का बड़ा हिस्सा मुकुण्डों के आधिपत्य में आया और उन्होंने 250 ई. तक राज्य किया, तत्पश्चात गुप्त शासन का अंत हुआ.

·         ऐतिहासिक अवलोकन के बाद ऐसा प्रतीत होता है की गुप्त लोग कुषाणों के सामंत थे.

·         गुप्त लोगों के जन्म और निवास के बारे में कुछ कहना संभव नहीं है. प्राम्भ में वे भूस्वामी थे और मगध के कुछ हिस्सों पर उनका राजनीतिक अधिकार था.

·         संभवतः गुप्त शासकों के लिए बिहार की अपेक्षा उत्तर प्रदेश अधिक महत्व वाला प्रांत था, क्योंकि आरंभिक गुप्त मुद्राएं और अभिलेख मुख्यतः उत्तर-प्रदेश में पाए जाते हैं.

·         कीर्तिकौमुदी नाटक में लिच्छवियों के मलेच्छ तथा चांदसेन (चन्द्रगुप्त प्रथम) को ‘फारस्कर’ कहा गया है.

·         चंद्र्गोमिन के ‘व्याकरण’ नामक ग्रंथ में युद्धों को जर्ट अर्थात जाट कहा गया है.

·         गुप्तवंशीय लोग धारण गोत्र के थे. इसका उल्लेख चन्द्रगुप्त द्वितीय की पुत्री प्रभावती गुप्त के पूना ताम्रपत्र में मिलता है. उसका पति रुद्रसेन द्वितीय वाकाटक वंश का था, जो वस्तुवृद्धि गोत्र का ब्राह्मण था.

·         स्मृतियों में युद्ध शब्द को वैश्यों से जोड़ा गया है.

·         अभिलेखीय साक्ष्योँ के आधार पर गुप्तों के आदि पुरुष का नाम श्रीगुप्त था. गुप्त वंश का संस्थापक श्रीगुप्त को ही माना जाता है.

·         250 ई०पू० के आसपास श्री गुप्त ने अपने पुत्र घटोत्कच को अपना उत्तराधिकारी बनाया. घटोत्कच ने महाराज की उपाधि धारण की.

·         गुप्त वंशावली मेँ गुप्त वंश के पहले शासक का नाम चंद्रगुप्त प्रथम मिलता है. चंद्रगुप्त प्रथम ने महाराजाधिराज की उपाधि धारण की थी.

राजनीतिक व्यवस्था :-

o   गुप्तों का शासन राजतंत्रात्मक व्यवस्था पर आधारित था. शासन का सर्वोच्च अधिकारी सम्राट था.

o   सम्राट व्यवस्थापिका, न्यायपालिका और कार्यपालिका तीनों का प्रमुख था.

o   गुप्त काल में दैवीय उत्पत्ति का सिद्धांत मान्य था, परन्तु यह पूर्वकाल की तरह लोकप्रिय नहीं रह गया था.

o   राजपद वंशानुगत था, परन्तु राजकीय सत्ता ज्येष्ठाधिकार की प्रथा के आभाव के कारण सीमित थी.

o   गुप्तों की शासन व्यवस्था पूर्णतया मौलिक नहीं थी. उसमें मौर्यों, सातवाहनों, शकों तथा कुषाणों के प्रशासन की विधियों का समावेश था.

केन्द्रीय प्रशासन :-

o   केन्द्रीय प्रशासन का जो नियंत्रण मौर्य काल में देखने को मिलता है, वह गुप्त काल में नहीं मिलता है.

o   राजा की सहायता के लिए केन्द्रीय स्तर पर मंत्री और अमात्य होते थे.

o   मंत्रियों का चयन उनकी योग्यता के आधार पर किया जाता था.

o   कामन्दक और कालिदास दोनों ने मंत्रिमंडल या मंत्रिपरिषद का उल्लेख किया है.

o   कामन्दक नीतिसार में मंत्रियों और अमात्यों के बीच के अंतर को स्पष्ट किया गया है.

o   कात्यायन स्मृति में इस बात पर जोर दिया गया है कि अमात्यों की नियुक्ति ब्राह्मण वर्ग में होनी चाहिए.

o   गुप्त साम्राज्य के सबसे बड़े अधिकारी कुमारामात्य होते थे.

o   सम्राट द्वारा जो क्षेत्र स्वयं शासित होता था. उसकी सबसे बड़ी प्रादेशिक इकाई देश थी. देश के प्रशासक को ‘गोप्ता’ कहा जाता था. जूनागढ़ अभिलेख में में सौराष्ट्र को एक ‘देश’ कहा गया है.

o   साम्राज्य का केन्द्रीय प्रशासन अनेक विभागों में विभक्त था, जिसका उत्तरदायित्व विभिन्न अधिकारीयों को सौंपा गया था.

o   केन्द्रीय शासन के विविध विभागों को ‘अधिकरण’ कहा जाता था. प्रत्येक अधिकरण की अपनी मुद्रा होती थी. केन्द्रीय अधिकारियों को नकद वेतन दिया जाता था.

प्रांतीय शासन :-

o   शासन की सुविधा के लिए गुप्त साम्राज्य को विभिन्न प्रान्तों में विभाजित किया गया था, जिन्हें ‘मुक्ति’ कहा जाता था.

o   प्रांतीय शासकों की नियुक्ति सम्राट द्वारा की जाती थी, जिन्हें उपरिक, गोप्ता, मोगपति तथा राजस्थानीय कहा जाता था.

o   प्रांतीय शासन के समस्त कार्यों का उत्तरदायित्व प्रांतीय शासक पर होता था. उनके उत्तरदायित्व केंद्र के शासकीय पदाधिकारियों के सामानांतर थे.

o   उप्रिकों की नियुक्ति सम्राट द्वारा की जाती थी. इस पद पर राजदुल के कुमारों की नियुक्ति की जाती थी.

o   प्रांतीय शासन के कई अन्य अधिकारियों और कर्मचारियों का भी उल्लेख मिलता है.‘बलाधिक- राजिक’ सैनिक कोष का अधिकारी था.

o   ‘विनयस्थिति स्थापक’ विधि एवं व्यवस्था मंत्री था. ‘अटाश्वपति’ पैदल और घुडसवार सेना का अधिपति था. जबकि ‘महापिल्लुपति’ हाथी सेना का अधिकारी था.

…The Secret Kingdom…

• After the disintegration of Maurya, India remained under various dynasties for a long time. In this period there was no such dynasty that could bind India in the form of one rule.

• Kushans and Satavahanas tried to stabilize the war to a great extent. But they failed.

• After the fall of the Kushanas, the period before the rise of the Guptas is considered to be the period of decentralization and division from the political point of view.

• To remove this political transition, three new dynasties emerged from all three corners of India. Naga Shakti in the western part of Madhya Pradesh, Vakataka in the Deccan, and Gupta rulers in eastern India emerged.

• In the course of time all three dynasties got tied in matrimonial relationships. By suppressing their powers with mutual conflict, they provided a powerful rule to India under the leadership of the Guptas.

• After the Kushans, a large part of central India came under the rule of the Mukundas and they ruled till 250 AD, after which the Gupta rule came to an end.

• After historical observation, it appears that the Guptas were feudatories of the Kushans.

• It is not possible to say anything about the birth and residence of the Guptas. In the beginning, they were landowners and they had political authority over some parts of Magadha.

• Uttar Pradesh was probably a province of more importance to the Gupta rulers than Bihar because early Gupta seals and inscriptions are mainly found in Uttar Pradesh.

• In Kirtikaumudi drama, Malechha and Chandsen (Chandragupta I) of Licchavi have been called ‘Farskar’.

• In Chandragomin’s book named ‘Vyakaran’, wars have been called Jart ie Jat.

• Gupta dynasty people belonged to Dharana Gotra. Its mention is found in the Poona copper plate of Chandragupta II’s daughter Prabhavati Gupta. Her husband Rudrasen II belonged to the Vakataka dynasty and was a Brahmin of the Vastavriddhi Gotra.

• In Smritis, the word war has been associated with Vaishyas.

• On the basis of archival evidence, the name of the first man of the Guptas was Shrigupta. Shrigupta is considered the founder of the Gupta dynasty.

• Around 250 BC, Mr. Gupta made his son Ghatotkach his successor. Ghatotkach assumed the title of Maharaj.

• In the Gupta genealogy, the name of the first ruler of the Gupta dynasty, Chandragupta I, is found. Chandragupta, I assumed the title of Maharajadhiraj.

Political system: –

The rule of the Guptas was based on the monarchical system. The supreme authority of the government was the emperor.

o The emperor was the head of the legislature, judiciary, and executive.

The theory of divine origin was valid in the Gupta period, but it was no longer as popular as in the past.

o The kingship was hereditary, but the royal power was limited due to the absence of the practice of primogeniture.

The Gupta governance system was not completely original. It included the methods of administration of Mauryas, Satavahanas, Shakas, and Kushans.

Central Administration:-

o The control of the central administration which is seen in the Maurya period, is not found in the Gupta period.

o There were ministers and amatyas at the central level to assist the king.

o The ministers were selected on the basis of their merit.

o Both Kamandak and Kalidas have mentioned the cabinet or council of ministers.

o The difference between ministers and amatyas has been clarified in Kamandak Nitisara.

o In Katyayan Smriti, it has been emphasized that Amatyas should be appointed in the Brahmin class.

Kumaramatya was the biggest officer of the Gupta Empire.

o The area which was governed by the emperor himself. Its biggest territorial unit was the country. The administrator of the country was called ‘Gopta’. Saurashtra has been called a ‘country’ in the Junagadh inscription.

o The central administration of the empire was divided into several departments, whose responsibility was assigned to various officers.

o Various departments of the central government were called ‘tribunals’. Each tribunal had its own seal. Central officers were given cash salaries.

Provincial Government:-

o For the convenience of governance, the Gupta Empire was divided into various provinces, which were called ‘Mukti’.

o Provincial rulers were appointed by the emperor, who was called Uparik, Gopta, Mogpati, and Rajasthani.

o The responsibility for all the works of the provincial government was on the provincial ruler. His responsibilities were parallel to those of the central government officials.

o Uprikas were appointed by the emperor. Rajdul’s Kumars were appointed to this post.

o Many other officers and employees of the provincial government are also mentioned. ‘Baladhika-Rajik’ was the official of the military fund.

o ‘Vinaystiti Sthapak’ was the Law and Order Minister. ‘Atashvapati’ was the commander of the infantry and cavalry. While ‘Mahapillupati’ was the officer of the Elephant army
