आज पुरे विश्व में ‘विश्व जल मनाया जा रहा है. दुनिया के कई देशों में पानी की कमी से सूखे की स्थिति उत्पन्न हो गई है. संयुक्त राष्ट्र की रिपोर्ट के अनुसार, दुनिया का सबसे बड़ा भूजल का क्षेत्र एशिया-प्रशांत क्षेत्र को माना गया है जिसमे 10 देश शामिल हैं जिनमें 07 ऐसे देश है जहाँ सबसे अधिक भूजल का दोअहन किया जा रहा है. उन देशों में भारत का भी नाम शामिल है.
निर्विवाद सत्य है कि अधिकांश संस्कृतियाँ नदी के पानी के किनारे विकसित हुई हैं. दुनिया में, 99% पानी महासागरों, नदियों, झीलों, झरनों आदि के अनुरूप है वहीँ, केवल 1% या इससे भी कम पानी पीने के लिए उपयुक्त है. लगभग 4 बिलियन लोग वर्ष में कम से कम एक महीने के लिए पानी की भारी कमी का अनुभव करते हैं साथ ही दुनिया की आबादी का लगभग एक चौथाई – एक स्वच्छ, सुरक्षित जल आपूर्ति तक पहुँचने में समस्याएं हैं.
वर्तमान समय में पानी (जल) बचत की सबसे महत्वपूर्ण आवश्यकता है, चुकीं, हर साल देश की जनता को जल संकट की समस्या से रूबरू होना पड़ता है. एक रिपोर्ट के अनुसार, भूजल की बेहद कमी का होने के कारण कई ऐसे राज्य हैं जहाँ जल की स्थिति बेहद ही खतरनाक और गंभीर बनी हुई है. उत्तर भारत में पहले से जल संकट बना हुआ है वहीँ, दूसरी तरफ मध्य और दक्षिन भारत में आने वाले समय में जल का संकट और ज्यादा ही हो सकता है साथ ही नदियों में प्रदूषण बढने की आशंका है.
वैज्ञानिक और औद्योगिक अनुसन्धान परिषद के निदेशक ने कहा है कि, प्रदूषण की समस्या न केवल सतह जल संसाधनों में है बल्कि भूजल में भी है. निदेशक के अनुसार, जल के खराब होने का कारण है जल में धातु के प्रदूषित पदार्थ का शामिल होना. दूसरा बड़ा कारण है कि, खुले जमीन पर कूड़ा या खराब पदार्थों की डंपिंग करना साथ ही खुले में शौच करना करना. तीसरा बड़ा कारण है कि, कल- कारखानों से निकलने वाला अपशिष्ट पदार्थ को नदी-नालों में बहा देना या खुले जमीन पर डंप करना. इन्ही कारणों से भूजल ज्यादा प्रदूषित होता है.
विश्व जल दिवस का इतिहास :-
- विश्व जल दिवस मानये जाने की पहल वर्ष 1992 में रियो दी जेनेरियो (ब्राजील) में आयोजित पर्यावरण और विकास सम्मेलन में की गई थी.
- संयुक्त राष्ट्र महासभा द्वारा वर्ष 1992 में एक प्रस्ताव अपनाया गया था जिसके द्वारा हर साल 22 मार्च को विश्व जल दिवस मनाये जाने की घोषणा की गयी थी.
- वर्ष 1993 में पहली बार “ विश्व जल दिवस ” मनाया गया था.
- वर्ष 1993 के बाद से ही जल संरक्षण और इसके महत्त्व को समझने के लिए हर साल 22 मार्च को विश्व जल दिवस मनाया जाने लगा.
- वर्ष 2013 में सतत विकास के लिए जल पर करवाई करने के लिए पुष्टि करते हैं कि, पानी और स्वच्छता के उपाय, गरीबी में कमी, आर्थिक विकास और पर्यावरणीय स्थिरता.

Today ‘World Water’ is being celebrated all over the world. A drought situation has arisen due to the lack of water in many countries of the world. According to the United Nations report, the world’s largest groundwater area is considered to be the Asia-Pacific region, which includes 10 countries, including 07 countries where maximum groundwater is being exploited. The name of India is also included in those countries.
It is the undeniable truth that most cultures have developed on the banks of river water. In the world, 99% of the water is in the form of oceans, rivers, lakes, springs, etc. whereas, only 1% or less is suitable for drinking. Nearly 4 billion people experience severe water scarcity for at least one month of the year, and nearly a quarter of the world’s population – has problems accessing a clean, safe water supply.
At present, saving water is the most important need, because every year the people of the country have to face the problem of the water crisis. According to a report, due to the extreme scarcity of groundwater, there are many states where the water situation remains extremely dangerous and critical. There is already a water crisis in North India, on the other hand, in Central and South India, there may be more water crises in the coming times, as well as there is a possibility of increasing pollution in the rivers.
The director of the Council of Scientific and Industrial Research has said that the problem of pollution is not only in surface water resources but also in groundwater. According to the director, the reason for the spoilage of water is the presence of metallic pollutants in the water. Another major reason is the dumping of garbage or waste materials on the open ground as well as open defecation. The third big reason is that tomorrow- flowing the waste material coming out of the factories into the rivers and drains or dumping them on the open land. Due to these reasons, the groundwater becomes more polluted.
History of World Water Day: –
- The initiative to observe World Water Day was taken in the year 1992 at the Environment and Development Conference held in Rio de Janeiro (Brazil).
- A resolution was adopted by the United Nations General Assembly in the year 1992 and it was announced to celebrate World Water Day on 22 March every year.
- For the first time in the year 1993 “World Water Day” was celebrated.
- Since the year 1993, World Water Day was celebrated every year on 22 March to understand water conservation and its importance.
- Reaffirm that in the year 2013, action on the water for sustainable development, water and sanitation measures, poverty reduction, economic growth, and environmental sustainability.
