देश व राज्य में किसी तरह का आयोजन हो या किसी वजह से किसी भी तरह की घटना व दुर्घटना होती ही रहती है और इन घटनाओं से भविष्य के लिए कुछ भी सबक हम नहीं सीखते हैं और इस तरह की घटनाओं व दुर्घटनाओं की लीपापोती कैसे करे इसके नए -नए बहाने ढूंढने में समय निकला जाता है. इसके साथ ही एक नई घटना हो जाती है.
शनिवार की देर रात नई दिल्ली रेलवे स्टेशन पर जो घटना या दुर्घटना हुई जिस कारण से हुई इस तरह की घटनाएं रेलवे में अक्सर ही होती रहती है. चाहे वो देश के किसी भी स्टेशन की हो. रेलयात्री इस तरह की घटनाओं से अक्सर ही परेशान होते रहते हैं. जब ट्रैन प्लेटफॉर्म पर आने वाली होती है तो लास्ट सेकंड में प्लेटफॉर्म बदल जाती है.

वैसे देखा जाय तो दुर्घटनाओं या घटनाओं के बाद प्रशासन सक्रिय होता है, जांच कमेटियाँ बनती हैं, रिपोर्ट तैयार की जाती हैं, लेकिन समय बीतते ही स्थिति फिर से सामान्य हो जाती है, और जब वही घटना दोबारा होती है, तो वही प्रक्रिया दोहराई जाती है.
इस तरह की दुर्घटनाओं या घटनाओं के बाद शासनिक तंत्र में तत्काल प्रतिक्रिया देने का दबाव रहता है, जिससे असली कारणों को सुधारने के बजाय तात्कालिक समाधान अपनाए जाते हैं. कई बार सुधारों के लिए कठोर निर्णय लेने की आवश्यकता होती है, लेकिन राजनीतिक कारणों से इसे बार-बार टाला जाता है.
इस तरह की दुर्घटनाओं या घटनाओं के बाद नए नियम व नीतियां बनाई जाती है लेकिन, इन नियमों और नीतियों को लागू करने में समय लगता है, और जब तक वे प्रभावी होते हैं, तब तक कई और घटनाएँ हो चुकी होती हैं. इसका बड़ा कारण है भ्रष्टाचार और नौकरशाही. भ्रष्टाचार और नौकरशाही की जटिल प्रक्रियाएँ प्रभावी सुधारों में बाधा डालती हैं जिसके कारण अधिकारियों को सज़ा नहीं मिलती या ज़िम्मेदारी तय नहीं की जाती, जिससे लापरवाही जारी रहती है.
दुर्घटनाओं या घटनाओं को रोकने के लिए प्रशासनिक अधिकारियों की जिम्मेदारी तय होनी चाहिए साथ ही तात्कालिक उपायों की बजाय स्थायी समाधान लागू किए जाने चाहिए. वहीँ, आपदाओं और दुर्घटनाओं को रोकने के लिए आधुनिक तकनीक और सख्त नियमों का पालन जरूरी है.
सबसे जरूरी यह है कि, जब तक प्रशासन और जनता दोनों अपनी ज़िम्मेदारी नहीं समझेंगे, तब तक इस तरह की घटनाएँ दोहराई जाती रहेंगी..?
